From an otherwise worthless Slashdot discussion of the problems, I've gained a couple of links.
First, it's Internet Traffic Report from Asia. Gives you an idea of packet latency and packet loss from various places in Asia to the US. No site for Hong Kong specifically, though there are spots for Singapore and Shanghai, which are faring much worse than Japan and Taiwan.
The second is the Eyeball Series of US Trans-Pacific Data cable landings.
