Donald Tsang Yam-kuen And Negotiating In Bad Faith
@ Thu 4 May 2006 12:14 PM HKT by Tom LeggThe narrative from Donald Tsang and the pro-Beijing cronies is that the pan-democrats are obstructionists holding Hong Kong back. As the poll reversal on responsibility for the failure of Donald Tsang's Constitutional Reform package, it would seem the anti-democratic media and bloggers are winning the narrative here.
But SCMP reports some have spotted the cracks in Darth Bowtie's facade.
The Federation of Trade Unions' Kwong Chi-kin, who earlier proposed the establishment of a labour party which could communicate with Beijing but also fight for democracy, said he was disappointed at being snubbed by pro-Beijing figures.
"The big brothers and big sisters [in the pro-Beijing camp] have made Beijing a god. Can Beijing really fly? It is we here in Hong Kong who know best about Hong Kong affairs," Mr Kwong said.
He said the clash between the pro-Beijing and pro-democracy camps over last year's constitutional reform proposal, which was defeated after the democrats stood firm on their call for universal suffrage, would be repeated because there was a deadlock.
"There shouldn't always be a clash between the two camps, and there should be room for a middle-ground party. Politics is not non-negotiable," he said.
As long as Donald Tsang and the Liaison Office are winning the PR battle, politics is non-negotiable in Hong Kong. And when Donald Tsang starts to lose the PR battle as per the West Kowloon Property Scam, he and the Liaison Office will negotiate in bad faith. The repeated deadlock between the two is the fault of Donald Tsang pushing policies that benefit only his political cronies and being too stubborn and arrogant to negotiate in good faith with the people who love Hong Kong more than the size of their bank accounts.
Unfortunately this hasn't been picked up as an overarching narrative for the pan-democrats. Darth Bowtie's projects only enrich his cronies and when asked to negotiate to improve them for the betterment of all Hong Kong, Darth Bowtie negotiates in bad faith.
Let's take the current white elephant proposal at Tamar. Donald Tsang has withheld government reports that demonstrate that the project is a white elephant. Then Donald Tsang lied to LegCo about the scope of the project.
Officials revealed that the gross floor area of the proposed HK$5 billion complex at the prime waterfront site is estimated to be 120,400 square meters - nearly double the area cited by the government last week.
Paul Zimmerman, newly of the Civic Party, has quit the government's sham consultative panel on providing a vision for Hong Kong's harbourfront due to Donald Tsang's minions negotiating in bad faith.
The latest offer from Donald Tsang was that he might be willing to negotiate, IF LegCo approved the funding for the project in advance. Asking your negotiating partner to surrender their only leverage prior to negotiations is acting in very poor faith. Donald Tsang Yam-kuen completely lacks a vision for Hong Kong beyond crony capitalism and government-tycoon collusion and refuses to negotiate in good faith with those that do have a vision to make Hong Kong a world class city for all of its residents.
